NOTICE OF DECISION REGARDING THE CONTINUED IMPLEMENTATION OF GOVERNMENT CODE SECTION 51244
CHANGING THE TERMS OF WILLIAMSON ACT CONTRACTS AND NOTICE OF CERTAIN LANDOWNERS RIGHTS

NOTICE IS HEREBY GIVEN THAT the COLUSA COUNTY BOARD OF SUPERVISORS held a public hearing on August 16, 2022 and voted to:
1.) Implement the provisions of Government Code Section 51244 et seq. which will reduce the term of 10-year Williamson Act contracts to nine (9) years and reduce the term of 20-year Farmland Security Zone (Super Williamson Act) contracts to eighteen (18) years; and
2.) Direct County staff to take the necessary actions to implement the provisions of Government Code Section 51244 et seq.
These actions will shorten the length of Williamson Act contracts within the County of Colusa and will reduce the amount of tax savings of Williamson Act contract holders similar to what occurred in your last yearís tax bill. NOTICE IS ALSO HEREBY GIVEN THAT pursuant to Government Code Section 51244 et seq. a landowner has the right to prevent the reduction in the term of their contract(s) by filing a notice of non-renewal within ninety (90) calendar days from the date of this notice (by 5:00 PM, Monday, November 14, 2022) with the Colusa County Community Development Department. Please be aware that if you file a notice of non-renewal you will be removed from the Williamson Act program and you will lose more in tax savings the first year of the non-renewal period than if you had not non-renewed. In addition, at the end of the non-renewal period you will lose all of the Williamson Act contract tax savings.
In addition, a landowner maintains the right to prevent the reduction in their contract terms through the non-renewal process in future years. Application instructions and the required non-renewal forms may be obtained at the Colusa County Community Development Department website (http://www.countyofcolusa.org) or by contacting the Department at 1213 Market Street, Colusa, CA 95932 (530)-458-0480. Failure of the landowner to serve timely notice of nonrenewal in any year shall be considered implied consent to the reduction in the length of contracts for that year. Once the notice of non-renewal has been served and becomes effective, a landownerís nonrenewal notice may not be withdrawn except for cause and with the consent of the County.
