NOTICE OF AVAILABILITY AND INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION BY THE CITY OF WILLIAMS CITY COUNCIL

NOTICE IS HEREBY GIVEN that City of Williams has prepared an Initial Study and proposed Mitigated Negative Declaration (IS/MND) pursuant to the California Environmental Quality Act (CEQA) for the project described herein.

Based on preliminary analysis, the City of Williams City Council intends to adopt the MND at their regularly scheduled meeting of Wednesday, June 15, 2022, with a finding that the proposed project will not result in a significant adverse effect on the environment. The session will commence at 6:00 PM, or as soon thereafter as possible. Due to social distancing requirements related to COVID-19, the meeting will be conducted online via livestream (Zoom). Members of the public may remotely listen to and participate in the meeting by following the instructions included in the final agenda for the City Council meeting. Project Applicant: City of Williams

Project Title: Well 11 Improvement Project

Project Location: The proposed project is located in the City of Williams, Colusa County. Well improvements would be located on City-owned property south of Theatre Road, west of its intersection with 7th Street/I-5 Business Route. Water line improvements would occur within the public road rights-of-way (ROWs) of Westgate Drive, Venice Boulevard, D Street, E Street, F Street, 7th Street, and Solano Street; in an alley within an alley between Solano Street and E Street, west of Venice Boulevard; in an alley between E Street and D Street, west of 11th Street; and within existing public utility easements on private property (See Figures 1 through 3 of the Initial Study).

Project Description: The proposed project includes improvements to the City of Williams’ water supply and distribution infrastructure that are needed to replace aging infrastructure, increase system pressures, provide improved fire flows and fire protection in the southwestern areas of the City, and to ensure a safe and reliable potable water supply for customers in the City’s water service area.

Improvements at the water tank site on Theatre Road include installing a new well and associated equipment, installing a new oxidation-filtration system to remove manganese, constructing a well house, constructing a new backwash tank, installing a water main from the well to the water tank, and installing an emergency back-up generator. Distribution system improvements include replacing/upsizing +/- 8,110 linear feet of water mains; constructing just over 200 linear feet of new main to create a loop out of existing dead-end lines; replacing +/- 80 water services, +/- 6 water meters and meter boxes, and +/- 13 fire hydrants; and adding one new fire hydrant. The subject property is not included on any list of hazardous waste facilities/sites pursuant to Section 65962.5 of the California Government Code.

Public Review Period: The public review period starts on May 12, 2022, and ends on June 13, 2022. All interested parties are encouraged to submit written comments during the public review period or appear and present oral testimony at the meeting.
