COUNTY OF COLUSA
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND EXTEND THE PUBLIC REVIEW PERIOD FOR CALIFORNIA RENEWABLE CARBON (PD-21-19)

NOTICE IS HEREBY GIVEN THAT Colusa County intends to adopt a Mitigated Negative Declaration (MND) (SCH Number 2021090047) for the California Renewable Carbon Use Permit (PD-21-19) project and that the public review period end date for the MND is being extended from October 12, 2021 to November 19, 2021.

Description:  California Renewable Carbon’s (PD-21-19) Use Permit project proposes to repurpose the former Olam processing facility.  The proposed use will convert sustainably sourced biomass into renewable biocarbon products. The production process will be net carbon negative on a lifecycle basis. The facility also will reduce regional air emissions by converting biomass, such as orchard rotations and trimmings, into renewable biocarbon products.  The proposed facility will use self-generated renewable biogas for process energy as well as generate and export renewable electricity to the grid.  Upgrades to existing PG&E infrastructure from the project site to the PG&E Williams Generating Station are also proposed.  

Location: The project is located at 6229 Myers Road in Colusa County, approximately 1.4 miles south of the City of Williams at the northeast corner of the intersection of Myers Road and Old Highway 99 West (APNs -017-090-62 & 017-090-070).  The 49± acre site currently accommodates the former Olam Tomato processing facility, comprising approximately 161,000 square feet of structures and supporting infrastructure.

Review Period:  The County of Colusa will accept comments on the MND (SCH Number 2021090047)

Beginning: September 10, 2021 and Ending November 19, 2021.  The original public review period ending date of October 12, 2021 has been extended to November 19, 2021.

Scheduled Public Hearing:  The Colusa County Planning Commission will conduct a Public Hearing on November 3, 2021 at 9:00 a.m. in the Board of Supervisors Chambers located at 546 Jay Street, Suite 108, Colusa, CA, to receive any comments on the MND from all persons desiring to submit comments at that time.  No action on the application will be taken at said meeting and following the submittal of any comments, the public hearing will be continued to a future date. Comments will be continued to be received through the entire Review Period as stated herein.  

Documentation Availability: Documentation and information regarding the MND and project may be obtained at the Community Development Department, 1213 Market Street, Colusa, CA or by calling (530) 458-0480.   In addition, documentation is available on-line at https://www.countyofcolusa.org/994/Current-Planning-Projects.  Please note that any supplemental information is anticipated to be made available no later than October 20, 2021 and will be available at the Department and the referenced web link.
