NOTICE OF PUBLIC HEARING
AND NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION

NOTICE IS HEREBY GIVEN THAT the Colusa County Planning Commission will conduct a Public hearing on November 3, 2021 at 9:00 a.m. in the Board of Supervisors Chambers located at 546 Jay Street, Suite 108, Colusa, CA, to consider the following: 

Use Permit for California Renewable Carbon (PD-21-19) Proposed Resolution of the Planning Commission to adopt a Mitigated Negative Declaration and Mitigation, Monitoring, and Reporting Program for a Use Permit to California Renewable Carbon, LLC (CRC) to repurpose the former Olam processing facility.  The proposed use will convert sustainably sourced biomass into renewable biocarbon products. The production process will be net water positive and carbon negative on a lifecycle basis. The facility also will significantly reduce regional air emissions by converting locally sourced biomass, such as orchard rotations and trimmings, into renewable biocarbon products.  The proposed facility will use self-generated renewable biogas for process energy as well as generate and export renewable electricity to the grid.  As a result of the energy export, upgrades to existing PG&E infrastructure from the proposed to the PG&E Williams Generating Station in the City of Williams is also required.  

The production facility site is located at 6229 Myers Road in unincorporated Colusa County, approximately 1.4 miles south of the City of Williams at the northeast corner of the intersection of Myers Road and Old Highway 99 West (APNs 017-090-62 & 017-090-070).  The 49+/- acre site currently accommodates the former Olam Tomato processing facility, comprising approximately 161,000 square feet of structures and supporting infrastructure including existing buildings with an additional 10,000 square feet of construction planned.
