Celebrating New Early Learning Center

Colusa, CA (MPG) – Despite the summer heat, families, educators, and community leaders gathered Wednesday for the official ribbon cutting of the new Colusa Early Learning Center, a full-day, year-round program dedicated to infant and toddler care.

“This is truly a milestone for us,” said Vicki Markss, Director of Children’s Services for the Colusa County Office of Education. “It’s something we were able to bring to our community because we know there is a real need for infant care.”

Wednesday, July 30, joined by 2025 Mini Miss Colusa County Rachel Shadley, Colusa County Superintendent of Schools Mike West, staff,
families and community members.

Funded through the California Department of Education and the Department of Human Services, the new site offers subsidized early care and education for children ages 0 to 36 months. Enrollment is income-based, aimed at helping working families and student parents access quality childcare while they pursue employment or education.

Markss emphasized that this center is part of a broader network of early learning programs already operating in Williams, Arbuckle, and other areas in the county.

“We’re listening to our community,” she said. “And eventually, we plan to open another classroom right next door.”

Children enrolled in the program benefit from services rooted in the California Preschool Learning Foundations and Framework, which guide development in key areas like cognitive, physical, and social-emotional growth. Assessments help staff ensure children are meeting milestones, and families are supported with resources to promote school readiness.

“We talk to families about the importance of attendance, routines, and engagement,” Markss  added. “We even provide a tablet through our Footsteps to Brilliance mobile literacy program, so the learning continues at home.”

Sue Gibbs, a director of the Colusa County Chamber of Commerce, shared her enthusiasm for the new facility.

“It’s totally needed. There are so many working parents who need this—not just a daycare, but something educational and accessible,” she said. “And there’s already a waiting list. That says a lot.”

The Colusa Early Learning Center is located at 723 6th St., in Colusa. Families interested in applying can contact the Children’s Services Department at (530) 458-0350, online at https://www.ccoe.net/departments/childrensservices, or visit the office in Colusa, Williams, or Arbuckle. Applications are processed through a centralized eligibility list, with enrollment based on income and availability.

“This center helps bridge the gap between home and school,” Markss said. “And we’re proud to give our youngest learners a strong, supported start.”
