This public records request was initiated after the City of Colusa announced that administrators, and staff were accepting donations, gifts, and gratuities. The City of Colusa does not have a policy for donations, gifts, or gratuities. The city replied with the employee handbook that prohibits donations, gifts, and gratuities.
This public records request was initiated following the City of Colusa mentioning the application with the County of Colusa's CBDG Program that had not come before the public. In our findings, this application included information regarding the Cities Prop 68 funding and proponents of the Splash Pad.
The City of Colusa began showcasing several new domains, including discovercolusa.com. With no discussion during City Council meetings, we initiated this public records request to obtain critical information for public transparency. We requested website ownership information, website developer contracts, and more.
During the winter of 2020, the City of Colusa was promoting local businesses on its social media. While great for local businesses, the City of Colusa appeared to be choosing select businesses for this operation. We initiated the public records request to determine the means of advertising availability of the program, as well as program requirements and estimated costs. The City provided no estimated cost to the taxpayers to act as an advertising agency for private businesses.
