Colusa Opens Cannabis Permit Window

COLUSA, CA (MPG) — The Colusa City Council approved a new application period for commercial cannabis businesses, authorizing a 2025-26 window for cultivation, delivery and dispensary permits. The action came on Nov. 18 as part of the council’s consent agenda, with no discussion on the item.

According to a staff report from City Manager Jesse Cain, the application window will run from Dec. 1, 2025, through Jan. 31, 2026. During that time, prospective operators may submit complete applications for review under the city’s commercial cannabis ordinance and zoning rules, which the council amended in November 2023 to establish an annual application period.

Staff recommended that the city accept applications for up to three cultivation permits, two delivery permits and one dispensary permit to be considered for issuance in 2026. The resolution notes that the city will accept applications only for cultivation, delivery and dispensary businesses and that each submittal must include all documents required by city code.

The council chose not to open an application window in November 2024. At that time, the city had issued three cultivation permits and two manufacturing permits, with no delivery or dispensary permits. The staff report states that the current roster includes four cultivation permits, two manufacturing permits and one microbusiness permit, while delivery and dispensary permits remain unfilled.

Each cannabis permit application carries a nonrefundable $5,000 fee, which will increase revenue to the city’s Cannabis Fund. The report emphasizes that payment of the fee does not guarantee approval. The resolution also states that the city does not guarantee that any applications received during the new window will be awarded in 2026.

City staff will review applications submitted during the two-month period and bring qualifying proposals to the council for final consideration at future meetings, as required by the city’s commercial cannabis regulations.
