COLUSA, CA (MPG) — The Colusa City Council voted unanimously Nov. 4 to approve a new three year contract for City Manager Jesse Cain.
Cain has led the city since April 4, 2017. The new agreement replaces a contract that was set to end Jan. 1, 2026.
Under new terms, Cain’s base salary remains at $18,719 per month. The removes a $500 monthly raise and replaces it with a $10,000 annual stipend. The move is said to be budget-neutral because the stipend replaces the former monthly increase.
Additionally, if the city terminates Cain without cause, he will receive six months of pay and benefits. A for-cause termination would not include severance.
The City will continue its annual performance evaluation for the position.
No discussion preceded the vote.
The final contract approval in the public meeting follows the California Brown Act. This state law requires that the governing body must vote on such personnel contracts in an open, public session, even if they discussed the contract earlier in a closed session. This requirement ensures the vote and the contract itself become a matter of public record, providing transparency to the community.
