COLUSA, CA (MPG) — The Colusa County Board of Supervisors approved a facility use license agreement with Tri-County Community Action Partnership (TCAP) to occupy unused office space at the Colusa Library beginning Nov. 1.
Assistant County Administrative Officer Molly West told the board that Library Director Stacey Costello approached the county about leasing the vacant space to TCAP as a way to support community services while offsetting library expenses.

“The offices were last used by Health and Human Services during their asbestos treatment period and previously by the Office of Education,” West said. “The space has been vacant for several months.”
Under the agreement, TCAP will use three secured offices, a reception area, and shared access to a break room. Costello will retain two additional offices for library staff and tutoring use.
The one-year lease is set at $2,000 per month and will help offset the library’s average monthly utility costs of about $3,200. West noted that only minor cleaning is needed before TCAP can move in.
Tri-County Community Action Partnership serves Colusa, Glenn, and Trinity counties, providing programs that help low-income individuals and families achieve greater stability and self-sufficiency. Its services include housing and utility assistance, food distribution, employment readiness, early childhood development, and family support programs.
West said the agreement reflects an ongoing effort to use county buildings more efficiently.
“This makes practical use of county property and reduces the financial burden of operating costs,” she said.
The initial term of the agreement runs through November 2026 and may renew annually with written approval from both parties. The county will retain ownership and oversight of the space, including the right to inspect and maintain the property.
