Colusa County Hires New Administrative Officer

COLUSA, CA (MPG) — The Colusa County Board of Supervisors has approved a three-year contract with Joshua H. Pack to serve as county administrative officer beginning Dec. 1.

Pack will earn $213,744 annually, or $17,812 per month, under the county’s salary schedule at Range 53, Step 6. His contract provides for 2.5 percent step increases in December 2026 and again in 2028, contingent on satisfactory performance. The agreement also includes the same benefits provided to other department heads and provides 90 days of severance pay if he is terminated without cause.

The vote to approve the contract was unanimous. Chair Daurice Smith welcomed Pack and noted the role carries significant responsibility.

“We’re really happy to have you,” she said. “You have big shoes to fill, and we know you’re going to be able to do it.”

Pack responded with humor, noting that he wears a size 17 shoe and is ready for the challenge.

Supervisor Merced Corona emphasized the competitiveness of the hiring process.

“Josh has had to jump through a lot of hoops, and it’s not easy to go through the process that we went through,” he said. “For him to be standing in front of us is incredible.”

The contract is effective through Nov. 30, 2028, and will automatically renew for one-year terms unless the county provides written notice 90 days in advance. The agreement is contingent on a pending Department of Justice fingerprint and background check.

Pack thanked the board, staff, and community members during the meeting.

“I’m honored to be joining you as CAO,” he said. “I want to thank you for the confidence you’ve shown in the process and the generosity and engagement you’ve had. I’ve been impressed with the department heads and county staff I’ve met so far.”

Pack also recognized outgoing CAO Wendy Tyler for her leadership and service. “The CAO role carries a lasting legacy,” he said. “I wish her the very best in her future endeavors.”

Pack is currently the public works director for Butte County. His previous roles include director of public works and transportation for Calaveras County, principal civil engineer for Nevada County, and civil engineer for Caltrans. He has also served as a civil engineer for the city of Pittsburg, senior transportation engineer for the city of Pleasanton, and associate transportation engineer for the city of Livermore.

His hiring follows the board’s creation of an assistant CAO position in 2024, which was designed in part to prepare a successor for Tyler’s eventual retirement. While the county filled that role, the transition to the top administrator did not take place, and supervisors opted instead to bring in an outside candidate to lead county operations.

“I am beyond excited about the opportunity to join you on Dec. 1,” Pack said. “I look forward to working with staff, stakeholders, and the community to move the county forward.”
