COLUSA, CA (MPG) —The City of Colusa has adopted a new zoning ordinance to regulate Accessory Dwelling Units and Junior Accessory Dwelling Units and has released a set of pre-approved plans that residents can use without charge.
The ordinance, known as Article 49, sets local standards that comply with state housing law. Officials said the changes are intended to make the permitting process easier and more predictable for homeowners.
To reduce costs and shorten timelines, the city has made available four floor plans, each offered in three architectural styles. The plans are pre-approved, which means homeowners can move directly into the building phase once other permit requirements are met.
“This initiative creates a unique opportunity for Colusa residents,” said Sadie Ash, grant project manager. “By securing state funding and aligning local resources, we’ve made it possible for homeowners to access pre-approved ADU plans at no cost, removing barriers, lowering expenses, and giving them the confidence to move forward with their projects.”
The effort was funded through the Local Early Action Planning grant program. The city’s work began in 2023 when then-city planner Mathew Fontes secured funding to prepare the ordinance and building plans.
City planner Jake Morely said the program is designed to encourage homeowners who may be considering additional housing but are uncertain about the steps involved.
“This is about making the permitting process more predictable,” Morely said. “The pre-approved plans give residents a clear pathway from idea to construction.”
Ash also noted the Planning Commission’s role in shaping the ordinance. She said commissioners ensured the standards make ADUs and JADUs more accessible while requiring designs that fit within existing neighborhoods.
Officials said the units could serve multiple purposes, including space for extended family, rental opportunities, or multigenerational living. They also see the program as a way to expand affordable housing options without changing the character of Colusa’s neighborhoods.

The site includes an ADU toolkit, frequently asked questions, the current fee schedule, and downloadable floor plans. Full sets of building plans are available by request through the planning department or at City Hall during business hours.
