ARBUCKLE, CA — The Arbuckle Water District has launched a new website designed to improve accessibility and better serve the needs of its customers, following feedback and rising standards for digital compliance.
The transition comes as federal and state laws increasingly require public agencies to meet specific accessibility benchmarks online. In April 2024, the U.S. Department of Justice finalized a rule under Title II of the Americans with Disabilities Act (ADA), mandating that all local government websites and mobile apps conform to Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. While California’s AB 434 focuses on state agencies, many local districts are adopting the same standards to ensure equal access.
Previously hosted on a self managed, template-built GoDaddy platform, the district’s old website offered limited functionality and accessibility. The new site, built by RuralWaterImpact.com, cost approximately $500 to set up, with an annual fee of around $605 for hosting, support, and maintenance according to its website. RuralWaterImpact is a platform commonly used by small water systems nationwide.
In addition to improved navigation and screen-reader compatibility, the new website includes access to board meeting agendas, water quality reports, payment options, and service alerts. Residents can also subscribe to receive email and text notifications—something not previously available.
The district noted that content will be updated regularly, and visitors are encouraged to check back often as more features and information are added. A feedback option is also available for users who encounter accessibility challenges or have suggestions.
The move signals a commitment not just to legal compliance, but to community engagement and transparency.
