Grand Jury term ends, another begins

The Colusa County Grand Jury wrapped up its second post-COVID era investigations although it did get off to a term marked by administrative challenges.

Grand Jury Foreperson Lorraine Marsh, in her letter to Presiding Superior Court Judge Jeffrey A. Thompson, said the 19-member panel found challenges in establishing meeting places and acquiring administrative support to function.

“We hope that future grand juries will be able to bypass those challenges and spend their entire term productively,” Marsh noted.

The grand jury serves as an arm of the judicial system but acts as an entirely independent body.

The primary civil function of the grand jury is to review the operations of city and county government as well as other tax-supported agencies and special districts. Based on these reviews, the grand jury publishes its findings in a final report, usually at the term’s end on June 30 of each year.

The grand jury also investigates complaints from private citizens, local government officials, or government employees.

Based on its findings, the grand jury typically recommends constructive action to improve the quality and effectiveness of local government.

The 2022-2023 Grand Jury reported on their annual inspection of the Colusa County Jail and Tri-County Juvenile Rehabilitation Facility/Maxine Singer Youth Guidance Center.
The grand jury also launched investigations into the Colusa County Airport and the Colusa County Special Education Program, based on complaints received.

Marsh said she was grateful for the jury members who attended meetings, worked on committees, and served as officers, for their commitment to the process.

“I deeply appreciated the depth and breadth of knowledge, skills, and life experiences that each member brought to the Grand Jury proceeding,” she noted.

Marsh also thanked the public officials who cooperated with interviews and contributed their time, provided information, and shared their knowledge as requested, and Deputy Council Counsel Jennifer Sutton, who was available as needed. ■
