Colusa hires microloan consultant

The City of Colusa on Jan. 17 approved a contract for up to $10,000 to Rosita Ranch Consulting for technical assistance by administering the City’s CDBG Microloan Program.

The primary objective of the CDBG program is the development of viable urban communities by providing decent housing and a suitable living environment and through expanding economic opportunities, principally for persons of low- and moderate-income.
The City of Colusa, through CDBG, has a fund of $416,000 for the purpose of lending funds to small businesses within the jurisdiction of the City. The funds have been available to local businesses for almost two years with no applicants.

“The hurdle for most businesses has come in the preparation of the paperwork necessary to start the application which can be time consuming and daunting,” officials said.
Technical assistance can now be individually offered by Rosita Ranch Consulting. The consultant currently serves in the same role for a similar County of Colusa program that is running through the Colusa Development Services.

The contract would be limited to $10,000 for the particular CDBG grant and would be fully reimbursable by the grant. Services are only for work performed under the parameters of the CDBG – MicroEnterprise Assistance grant program.

The contract time period is from Jan. 17, through June 17, 2024. Payment for services will be billed at $45 per hour. The total contract will not exceed $10,000. The agreement may be terminated, without cause, at any time by the city upon 30 days written notice. ■
