Bulmaro Espinoza, 41, of Colusa, was arrested by the California Highway Patrol at 8:53 p.m. on Dec. 9, on State Route 20 West of Lonestar Road, on suspicion of DUI, failing to appear after written promise and probation conditions. He was booked into the Colusa County Jail on $12,000 bail.
