Katelyn Elizabeth Winther, 30, of Yuba City, was arrested by the Colusa Police Department at 1:56 a.m. on Oct. 18, in the 1000 block of Bridge Street, on suspicion of DUI, failing to drive on the right half of the road and failing to provide proof of insurance. She was booked into the Colusa County Jail on $2,000 bail.
