The Colusa City Council last week increased the compensation for one of the citys elected positions.
The council raised the salary of the part-time city clerk to $3,000 per month, retroactive to April 1.
Current City Clerk, Shelly Kittle, was first appointed to the position in 2009, and has twice been elected to the four-year post in uncontested races in 2012 and 2016.
Her appointment came not long after the failure of Measure C in the Nov. 4, 2008 general election.
The measure would have permanently made the city clerk an appointed position that serves at the pleasure of the City Council. The measure, however, was not popular with voters, largely because of the residency issue. An elected city clerk must be a resident of Colusa; an appointed clerk has no such requirement. Measure C failed by 54 percent of the vote.
The position is part-time and assumes a minimum of 80 hours per month, officials said.
The city clerk performs duties relating to the official business of the city council, its commissions, and various committees. The City Clerk is responsible for compiling the agenda of meetings, collecting back up information, and keeping minutes. The clerk also processes council agreements, records official documents, and is custodian of the City Seal. The clerk also acts as a compliance officer for the federal, state and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act, and manages public inquiries, arranges for ceremonial and official functions, and is the liaison between the public and the city council, among other duties.
The salary was last increased to $2,500 in 2011. The increase to $3,000 also includes retirement benefits consistent to those provided to mid-management positions.
The post will be up for election on Nov. 3, 2020.
