COLUSA, CA (MPG) – Residential streets in Maxwell, Princeton, Grimes and Arbuckle could receive new pavement treatments next summer under a Colusa County project seeking approximately $272,000 in state funding.
The Colusa County Board of Supervisors on Oct. 6 approved a resolution establishing policies needed to qualify for a CalRecycle grant that would help offset construction costs. Public Works Director Scott Lanphier included the project among the county’s planned road improvements during his report to supervisors.
The project would cover approximately 272,000 square yards of residential streets with rubberized chip seal, a protective surface treatment that can extend pavement life by 10 years or more.
The California Department of Resources Recycling and Recovery, known as CalRecycle, provides grants to encourage the use of recycled tires in road construction. The program helps reduce landfill waste and illegal dumping while making environmentally friendly materials more affordable for local governments, officials said.
Colusa County could receive reimbursement of up to $1 per square yard, with remaining expenses covered by county road funds. The county submitted its initial application Sept. 9 but faced additional requirements to remain eligible for the competitive funding, Lanphier said.
Supervisors authorized Lanphier to manage the grant process. They also approved new purchasing and vehicle tire maintenance policies required for funding eligibility.
The board has designated rubberized asphalt or chip seal as the preferred material for future resurfacing projects when technically and economically appropriate, a provision that could strengthen the county’s application, officials said.
The state allows local governments to seek up to $375,000 through the program, although Colusa County’s anticipated reimbursement is based on the amount of material proposed for the four communities.
The county plans to include the project in its proposed 2027-28 budget, with road funds covering costs not reimbursed by the state.
