Colusa Considers Expanding Measure B Oversight Committee

COLUSA, CA (MPG) — The Colusa City Council is considering adding more members to its Measure B Citizens Oversight Committee following a request from the group to strengthen attendance and participation.

The committee asked City Manager Jesse Cain to propose expanding its membership from six to seven, with two alternates. The committee is currently down one member.

“This is because they have a difficult time getting attendance and having a quorum to make decisions,” Cain said.

Councilmember Dave Markss questioned whether alternates would hold voting rights.

“If they are alternates, they can’t vote, can they?” he asked.

Cain explained that alternates could vote if filling in for an absent member.

Mayor Ryan Codorniz said he supported a smaller board with alternates.

“I think a board of five with two alternates will be sufficient,” Codorniz said. “I think it covers your basis if you have somebody who is out, you can call upon them to make the decision.”

The request was referred back to the council for consideration.

The oversight committee was established to ensure transparency in the use of Measure B revenues, which are collected from a local sales tax and dedicated to infrastructure, parks, recreation, public safety and tree canopy projects. The original ordinance states the committee shall have “no less than five members.” Members serve four-year terms and are appointed by the council.
