OFFICE MANAGER
JOB SUMMARY: Reclamation District 1004 (RD1004) is seeking an Office Manager who will be responsible for the District’s budget and accounting activities, human resources, benefit administration, water accounting, accounts receivable, collections, accounts payable and Board Clerk duties. This position provides assistance to the RD1004 Board of Trustees and District Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, all District functions and activities, including the role of an elected Trustee, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include acting as Clerk to the Board, preparing meeting agendas and keeping minutes, adhering to Brown Act requirements, preparing annual budgets, bookkeeping, water accounting, Human Resources Management and interacting with water-users and Landowners within the District. The position is accountable for accomplishing District goals and objectives within general policy guidelines. This position reports directly to the Board of Trustees.
THE DISTRICT: RD1004 is headquartered in Colusa and encompasses 25,000 acres of valuable wetland habitat and farm land within Colusa and Glenn Counties. Our mission is to deliver a reliable source of water to the lands. The primary use of water within RD1004 is for wetland habitat and rice production. RD 1004 is committed to serving it’s landowners and water users as they strive to produce valuable jobs, habitat and commodities for our landscape and economy.
QUALIFICATIONS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of a Bachelor’s degree from an accredited college or university with major coursework in business, public administration, accounting, or a related field, and five (5) years of increasingly responsible accounting, human resources, and administrative experience, preferably in a public agency. Must possess, or be able to obtain, a valid Class C California Driver License.
BENEFITS: This is a full-time position with a salary range of $90,000 – $130,000 per year depending on experience. Additional benefits include healthcare coverage, and retirement contributions.
