NOTICE IS HEREBY GIVEN THAT at a regular meeting of the Colusa County Board of Supervisors on April 25, 2023, at 9:30 a.m. in the Board Chambers located at 546 Jay Street, Suite 108, Colusa, CA, the Board will consider a proposed General Plan Amendment and Zoning Text Amendment as follows:
General Plan Amendment (PD-22-36): A proposed Resolution amending the Colusa County General Plan to add language to Footnote #1 of General Plan Table LU-1 which would allow for the potential creation of a parcel less than the minimum parcel size in certain agricultural zoning designations under certain conditions; and
Zoning Text Amendment (PD-22-36):
The proposed Ordinance would establish the Small Residential Agricultural (SRAP) Overlay Zoning District that would provide for the creation of a smaller than normally allowed agriculturally zoned parcel for residential purposes. The Overlay Zoning District establishes the application procedure, the required findings, and performance standards that are required to be met to protect the surrounding agricultural resources.
The Board will consider undertaking these actions as an exemption to CEQA pursuant to Title 14, Division 6, Chapter 3, Article 5, Section 15061(b)(3) of the California Code of Regulations because the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The provisions of these amendments would provide for the limited creation of a smaller than normally allowed agriculturally zoned parcel with an existing home through a transfer of density and other standards and would not increase the development potential of the applicable parcels.

If you challenge the proposed project or environmental determination in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered at, or prior to, the public hearing.
