COUNTY OF COLUSA
NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that the County of Colusa is requesting bids (RFB) for the Crack Seal and Slurry Seal Runway 13-31 – Phase 2, located at Colusa County Airport, AIP No 3-06- 0048-025-2023, as more specifically detailed in the Scope of Work section of the Request for Bids (RFB). Bids must be received at the County Board Clerk’s Office, 547 Market St., Suite 102 Colusa, California 95932 no later than 2:00 p.m. on March 29, 2023, and then at said office publicly opened and read aloud.

BID SECURITY: Bid security in the amount of ten (10) percent of the amount of the bid, and in the form of a bid bond issued by an admitted surety insurer licensed by the California Department of Insurance, cash, cashier’s check or certified check shall accompany the bids. Bid securities shall be made in favor of the County of Colusa.

GENERAL WORK DESCRIPTION; CONTRACT TIME: The WORK, in general, consists of resealing of cracks, placing of a slurry seal coat, and remarking pavements on Runway 13-31 – 60’ x 540’ – changing runway numbers from “13-31” to “14-32”.
This work shall be constructed in accordance with details as shown on the plans and described in the specifications for this project. All the work to be performed under this contract shall be completed within twenty (20) working days.

PRE-BID CONFERENCE: The County shall conduct a Pre-bid Conference on March 22, 2023 at 10:00 A.M. at the following location: Colusa County Airport, 2915 State Highway 20, Colusa, California.

OBTAINING CONTRACT DOCUMENTS: The bid must be made on the bid forms furnished by the County. The RFB and Bid forms are available on the County website at www.countyofcolusa.org in the Bids & RFP’s section.

Each bid shall be enclosed and submitted in a sealed envelope, bearing the project name, the bidder’s name, contractor’s license type and number, and expiration date.
Any questions regarding the materials contained in the Contract Documents should be directed to the Public Purchase website. All responses will be posted to the Public Purchase website.

WAGE RATES: All labor on the project shall be paid the higher of the minimum wage rates as established by the U.S. Secretary of Labor, or the California Director of Industrial Relations. If a discrepancy exists between these two determinations, then all labor on the project shall be paid the higher of the two minimum wage rates.

FEDERAL PROVISIONS

Disadvantaged Business Enterprise – The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR §26.53.
The County of Colusa, Colusa County Airport, has established a DBE goal of 28% race neutral. All prime contractors are required to make a good faith effort to find and utilize DBE subcontractors.

The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR § 26.53.

As a condition of responsibility, every Bidder or Offeror must submit the following information on the forms provided herein no later than 4:00 p.m. on the fourth business day following the date of bid opening.

(1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;
(2) A description of the work that each DBE firm will perform;
(3) The dollar amount of the participation of each DBE firm listed under (1);
(4) Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner’s project goal
(5) Written confirmation from each listed DBE firm that it is participating in the contract in the kind and amount of work provided in the prime contractor’s commitment; and
(6) If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26.

The documentation of good faith efforts must include copies of each DBE and non-DBE subcontractor quote submitted to the bidder when a non-DBE subcontractor was selected over a DBE for work on the contract.

Title IV – Civil Rights Act – The County of Colusa, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.

AWARD

The County of Colusa reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167, and accept such bids as are to the best interest of the County. The County reserves the right to waive an informality or irregularity on a bid. No bidder may withdraw his bid for a period of one hundred twenty (120) days after the date set for the opening thereof. The County reserves the right to waive any informality or irregularity in a bid. The County shall not assume any liability or costs incurred by Bidders should the award of contract be canceled due to lack of financing.
