NOTICE OF PUBLIC REVIEW AND INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION

(State CEQA Guidelines, sections 15072 and 15073)

A Mitigated Negative Declaration (MND) has been prepared by the California State Lands Commission (CSLC), as lead agency under the California Environmental Quality Act (CEQA) (Pub. Resources Code, § 21000 et seq.), in response to an application submitted by the Pacific Gas and Electric Company (PG&E) for the Replacement of Distribution Feeder Main 0630 (DFM-0630/R-1385) Across the Sacramento River (Project). The MND was prepared in compliance with the requirements of CEQA, the State CEQA Guidelines (Cal. Code Regs., tit. 14, § 15000 et seq.), and CSLC Regulations (Cal. Code Regs., tit. 2, § 2901 et seq.).

Project Title: PG&E Replacement of Distribution Feeder Main 0630 (DFM-0630/R-1385) Across the Sacramento River

Project Location: Immediately west of the town of Meridian and extending west across the
Sacramento River into Colusa County, Colusa and Sutter Counties

Project Description: The Project would install a new 4-inch-diameter pipeline underneath the Sacramento River using horizontal directional drilling (HDD) techniques, tie the new crossing into the existing pipeline network, and then decommission the existing Sacramento River crossing. The Project would be conducted in two distinct but sequential phases: 1) replacement pipeline installation and 2) decommissioning of the existing DFM-0630 pipeline crossing.

The MND is available for at least a 30-day review and comment period beginning Friday, June 3, 2022, and ending Tuesday, July 5, 2022. All comments must be received by 5:00 PM Tuesday, July 5, 2022, and can be sent to:

The Project’s MND will be considered for adoption at the August 2022 meeting of the CSLC, unless otherwise stated on the CSLC’s website. The specific date, time, and location will be posted on the CSLC’s website at https://www.slc.ca.gov/ when that meeting information becomes known.
