Don Barker

12/16/1940 - 11/22/2021

Don Barker, of Williams, passed away Nov. 22, 2021, at Colusa Medical Center, surrounded by his loving wife Sally, and his children, great-grandchildren, and great-great-grandchildren. 

Don was born into a family of 13 children on Dec. 16, 1940, and grew up in Middleton, Calif. He retired from the California Department of Corrections, where he was the State Food Administrator. 

Don was the father of three beautiful children. He and his wife Sally were married 22 wonderful years and both enjoyed being active in the community. 

Don served eight years on the Williams City Council and was honored to serve as Mayor and Vice-Mayor of Williams. 

He served on the Colusa County Local Agency Formation Commission for five years, including one term as chairman. He also served on the Williams Redevelopment Agency, the Downtown Revitalization Committee, and the Financial Investment Corporation. Furthermore, he served on the Williams Fire Protection Authority Board of Directors for four years, three of those years as chairman. 

During his tenure on the City Council, Don served twice on committees to develop the housing element and two general plan updates. He also served on the committee to develop goals for the then new Yuba (Woodland) Community College campus in Williams. He took the lead to upgrade the Williams Police Department, and served and led committees to upgrade the Williams Wastewater Treatment Plant. 

Don was active with Boy Scouts and the Youth Authority. He was also a member of the Williams Community Center Association, and was active until his death at the age of 81. 

Don’s great loves in life were fishing, painting, gardening, playing cards, and walking his dog, Rigby. 

Don is survived by his wife, Sally; three children; five grandchildren; and three great-grandchildren, with twin great-grandsons on the way. 

He will be buried at a later day at the Williams Cemetery.
